minor changes..

some minor changes..
Since Jim Harris is no longer taking care of the half scale and fifth scale records program, we did some changes.
I (Daniel Hagerty) will be taking over Fifth scale records and adding it to the smallbore records program.
Joe Cullison will be adding half Scale to his records program.
the forms on the site have been updated for the new contact info for these.
The 2019 Match schedule has been updated again. A new club for California has been added and May SB match for NV, the date has changed.
