Powder coated count as cast or jacketed??

One of my shooters is powder coating his cast bullets. He is wondering if that still counts as a cast bullet entry?

Depending on how you look at it.

Is a coating a jacket?
Is powder coating more of a jacket than moly coating or not a jacket at all.
Lube could even be considered a coating which could be considered a jacket?

I'll go look up the definition of a bullet jacket.

Cast. A jacket is a thin layer of metal surrounding a lead core.

Quick quiz
What do you call the bullet before it is powder coated? No hints please!!!!!
Powder coating is a non-metallic coating so cannot be considered "jacketed".
He started out with a cast bullet and there is no metallic coating so it is still a cast bullet even if it was store bought.
Also you don't see many bright red, green, yellow, white or many other colored jacketed bullets.
