In a 7 TCU w/10" barrel, what velocity should I expect with 145 & 154 gn bullets?

Don't have a chrono to check my figures but I would suspect anywhere from 1600 to 1700fps. Of course this all depends upon the loads you are using.
Around 24.5 grains of H322 with either the 145 or 154 Hornady bullets always worked for me.
Saved the 154s for the rams.

The current Hornady reloading manual has just the kind of info you are looking for. Most of the reloading data I have found for 7 TCU was collected using 14" barrels. Not the Hornady data. It's all 10". Very useful
